Project Description: Cayuga County will complete a Countywide Pre-Planning Inventory and Analysis of brownfield-affected properties across 32 towns and villages, excluding the City of Auburn. There are numerous buildings and properties that are known/potential brownfield sites or buildings with contamination from lead paint, deferred asbestos abatements, or other substances. Additionally, there are many non-residential buildings in the county that carry a negative public perception due to the condition of the buildings and length of time they have sat vacant or underutilized. The Brownfield Opportunity Area (BOA) program Countywide Pre-Planning involves the identification, inventory and analysis of brownfield-affected areas within a county, or other large municipal area, to identify concentrations of vacant, abandoned, underutilized, and/or brownfield properties for more localized future planning efforts.
Outcomes: this pre-planning activity will include mapping of underutilized, vacant, and abandoned parcels to create a county-wide inventory, and the identification of smaller areas or clusters within the study area that are recommended for future BOA planning and designation by the State. This will enable counties to better understand development conditions surrounding potential brownfield clusters and integrate existing and ongoing planning efforts into the BOA program.
